Iran's Parliament Ratifies Legislation on Nuclear Bill

Iran's parliament ratifiedlegislation Tuesday that a nuclear deal with the P5+1 countries would only be valid if sanctions on the country are removed fully and immediately.

The Iranian parliament approveda nuclear rights bill Sundaythat bans international access to its military sites, as Tehran and world powers continue talks onIran’s nuclear program for a deal by June 30.

The legislation ratified Tuesday reiterates Sunday's bill, declaringthatthe International Atomic Energy Organization (IAEA) is only allowed to carry out "regularinspections" on Iraniannuclearsites within the frameworkof the additional protocol. Itemphasizes that the nuclear watchdog isnot allowed to have access to Iran's military, security and non-nuclearsensitive places nor interrogateIranian scientists.

In addition, the legislation requires that the outcome of nuclear negotiations with P5+1 countriesbe reported to the Iranian parliament.

Moreover, Iran'sSupreme National Security Council (SNSC) andForeign Minister,MohammadJavad Zarif, arerequired toreport the process and implementation of the final nuclear agreement's implementation to Iranian lawmakers every six months.

The legislation was ratified by the parliament with 213 votes in favor, 10 against and 6abstentions from a total of 244 representatives who were present during the voting.

However, Iranian government spokesman Mohammad Baqer Nobakht saidTuesday that the ratified legislation is against the Iranian Constitution.

"The issue of nuclear negotiations is to be decided by the SNSC, not by the administrative or by the legislative bodies of the government," Iran's news agency IRNA cited Nobakhtsaying.

Yet, Nobakht said the government will certainly inform theparliament on the progress and results ofnuclear negotiations.

The Iranian parliament'slegislationis similar to that of the U.S. House of Representatives and the U.S. Senategiving power to the U.S. Congress in May.

The U.S. bill, signed into law byPresident Obamaon May 22,requires any final agreement with Iran to be reviewed by the U.S. Congress before the president can removesanctions on Iran that were imposed by the Congress.
