Mr. Konstantinos Theofylaktos, Member of IENE’s Executive Committee and Chairman of the Institute’s Energy Efficiency Committee, represented the Institute at a Group Meeting of the Energy Community, in Vienna, on November 13, 2014. More specifically, Mr. Theofylaktos participated in the 6th Energy Efficiency Co-ordination Group Meeting of the Energy Committee, where he presented the initial findings of an ongoing review study conducted by the Institute on the energy performance of buildings in Greece.

This review study, entitled "Greece’s Experience in Using EU Structural Funds in Improving the Energy Performance of Buildings”, examines the implementation of EU-funded programmes aimed at the improvement of the energy performance of buildings in Greece – primarily in the domestic sector. Over the last four years, the country has been using extensively and wisely EU funds provided to this end.

Firstly, the study examines the background of Greece’s building sector as well as the origins of the present-day building construction model implemented throughout the country, based on the "apartment building”, a concept originally introduced in the immediate post-war years.

Greece’s current energy mix and the role of the building sector along with the case for improved energy efficiency form part of the study’s scope. The legal framework on energy certification of buildings and the role of energy inspectors are analyzed in detail as the basic elements for the implementation of EU-funded energy efficiency programmes. The latter are thoroughly described for all different categories together with the benefits deriving from each one of them.

The study describes and assesses the various measures of energy conservation for buildings ranging from thermal insulation and solar water heaters to solar PV applications and geothermal systems.

IENE’s review study concludes with an estimate of the energy savings achieved so far and the prospects of energy efficiency contributing in minimizing energy consumption in Greece’s building sector.

This latest IENE study is to be completed in December 2014. It will then be presented to the appropriate national and European fora and organizations while IENE members will have full access through the Institute’s website.
