The European Commission has approved a state aid scheme allowing Bulgaria to provide temporary relief on electricity prices for energy-intensive industries, alongside similar measures for Germany and Slovenia. The decision is aligned with the objectives of the Clean Industry Pact and was adopted under the Clean Industry Pact State Aid Framework (CISAF), which entered into force on 25 June 2025.
A key requirement of the program is that beneficiaries must reinvest a significant portion of the support into decarbonization-related investments, aimed at reducing emissions and improving long-term energy efficiency within industrial sectors.
For Bulgaria, the scheme has a total budget of €334 million and is designed to offset part of electricity costs for energy-intensive companies over a three-year period. The support targets industries considered at risk of relocating production outside the European Union to regions with lower environmental standards.
The measure will be implemented between 1 July 2025 and 30 June 2028. Under the plan, financial assistance will be delivered via electricity suppliers, resulting in reduced monthly electricity bills for eligible companies.
According to the European Commission, the scheme is intended to maintain industrial competitiveness while supporting the EU’s broader climate and industrial policy goals.
