Background Paper for 12th SE Energy Dialogue and Conference Microsite Now Available

In view of the 12 th SEE Dialogue which was convened by IENE on December 9/10 a Background Paper entitled " SE Europe's Changing Energy Direction" was prepared by the Institute's research department and is now available together with the conference's microsite. The background paper focuses on the changing dynamics of SEE' energy markets,the path towards electricity and gas market integration,the huge challenges posed by the need to decarbonise power generation in accordance with the Paris Agreement commitments and the goals set by the European Union. With six countries in the region being members of the EU ( Greece,Cyprus,Bulgaria, Romania,Croatia and Slovenia) and the West Balkan 6 already tied up through their participation in the Energy Community there are common targets and supporting mechanisms in place.

Turkey, although not an EU member, is following closely European energy policy with regard to emission reduction targets and has made important inroads in promoting a wide range of renewable energy and energy efficiency applications. 

The paper examines in depth the challenges faced by all countries in the region as they intensify their efforts in their individual Energy Transition pathways. The policy

inconsistencies observed between EU goals and local decarbonisation priorities on the role of gas and gas infrastructure in particular in SEE, is identified as a potential disaster area which needs to be addressed as a matter of priority. Concluding,the paper discussed the geopolitical implications involved as electricity interconnections and gas supply routes diversify as countries are trying to ring fence their energy security.

The detailed and well designed 12 SEEED microsite includes most addresses and presentations ( 31 in all) from this two day intensive and highly topical regional meeting. A total of 53 speakers and panelists participated representing between them 18 countries and international and regional organisations including the IEA,IRENA, EIB, Gas Infrastructure Europe,the Oxford Institute of Energy Studies,the Atlantic Council, all major Energy Exchanges of the region and several major companies.
